Office of
Policy and Management Secretary Ben Barnes announced Tuesday, two days before Christmas, that about 200 appointed state officials will
receive an increase in pay on Dec. 26.
The pay
increase will go to senior gubernatorial appointees, such as agency heads,
their deputies and members of Gov. Dannel P. Malloy’s
staff. The salary increases will range between 3 percent and 12 percent.
About 36
agency heads and deputies received 12 percent increases, including recently
reappointed commissioners like Department of Children and Families Commissioner
Joette Katz, who will see her salary go from $153,831
to $172,291 and Barnes, who will see his salary go from $186,999 to $209,439.

Funding for
these increases was included in the state budget that took effect on July 1.
The pay increases will cost about $1.4 million.
“For the
last four years, most appointed officials have not seen their salary change as
they have worked tirelessly to improve the lives of Connecticut families,”
Barnes said in a press release. “Because of their hard work, we are seeing the
results in many areas, such as a steadily improving economy that’s added over
75,000 jobs since 2011. We want that progress to continue over the next four
years and need to be able to attract and retain top-notch talent so our
citizens are served by the very best. To do that our salaries must remain
competitive with those of other states and the private sector.”

A gain of
4,600 jobs in November wasn’t enough to stop Connecticut’s unemployment rate from ticking
upward slightly in the state’s last report before the New Year. The jobless
rate rose from 6.4 to 6.5 percent, the Department of Labor reported Thursday,
but the state has gained 25,700 jobs over the last 12 months.

EXCERPTS: Gov. Dannel
P. Malloy announced Tuesday that Joette Katz will
remain in charge of the Department of Children and Families — the state agency
that has 4,000 abused and neglected children in its care on any given day……
I know I am not alone among both Democrat and Republican
legislators when I say I have concerns about this reappointment. DCF has had
significant problems under Commissioner Katz’s leadership, and I believe
Commissioner Katz has been pushing DCF in the wrong direction,” said Incoming
Senate Minority Leader Len Fasano, R-North Haven.
Katz took over as the leader of
the troubled agency in January 2011, estimating it would take her a year to get
it out from federal court oversight. Nearly four years later, the
court monitor still regularly reports a long list of problems the

Her failures at her agency are manifest in a disturbing report on
child fatalities in 2013
Sarah Eagan, the state's child advocate, released her
long-awaited report on 2013 child fatalities. It includes this chilling
conclusion: "2013 was an unprecedented year for infant and toddler
homicide." The 34-page report highlights fatal failures of the Department
of Children and Families that are condemning some babies to death.
Eagan makes
recommendations on improvements in DCF procedures. The essential one, however,
is missing. DCF Commissioner Joette Katz must be
fired. Katz's failures at the head of DCF are manifest throughout the
disturbing report.
