The U. S. Department of Justice Issues Scathing Report on New York City Department of Corrections Where Recent Malloy Appointee was Commissioner

 

SDNY Rikers Report - Department of Justice

 

 

Within, their report the Justice Department notes that they primarily focused on practices and conduct during the period 2011 through the end of 2013 with a focus on the “treatment of adolescent male inmates, between the ages of 16 and 18, at New York City Department of Correction jails on Rikers Island.”  They further note that “By letter dated January 12, 2012, we notified the City of our intent to conduct an investigation pursuant to the Civil Rights of Institutionalized Persons Act (“CRIPA”), 42 U.S.C. § 1997, and Section 14141 of the Violent Crime Control and Law Enforcement Act of 1994, 42 U.S.C. § 14141 (“Section 14141”).  The report is extensive and should be read in its entirety at http://www.justice.gov/usao/nys/pressreleases/August14/RikersReportPR/SDNY%20Rikers%20Report.pdf
